In case anyone is wondering, if they kill him, it’s basically like letting him go, so their focus is keeping him alive and contained. That’s really the only way to get him out of the picture.
Generally speaking, he has to be touching something in order to use his fire on it – palm or fingers, and even then it would take a bit to melt through the metal. These guys figure as long as they keep an eye on him, he’s pretty much stuck there.

What if he turns his wrists and burns through the wall with his palms, it looks wooden.
And for that matter based on what the guy said they wouldn’t be authorized to shoot him because he wouldn’t be melting the chains.

Haha! Indeed! Well, they’re authorized to do anything but kill him to keep him there, sorry if my wording was a bit unclear. Though characters SHOULD be allowed to escape through author loophole, it’s only fair!
The walla are actually supposed to be stone, like concrete or something, but that’s not represented at ALL in the picture, and I admit my screw-up there.
